Mr. Waterman has over twenty-six years of diverse experience in the analysis of both vacant and developed property, master planning, site design and environmental permitting for residential, retail, commercial and industrial projects. Mr. Waterman’s recent experience is demonstrated by the following representative projects. Mr. Waterman worked directly with the owners of a 160± acre property in Northborough to prepare the master plan for the development of a new retail lifestyle center. The multi-building program included 500,000 square feet of new retail and restaurant space, and also accommodates 350 units of multi-family housing developed under the State affordable housing program MGL 40B. On another significant project, Mr. Waterman was instrumental in preparing the initial site planning studies, design plans, and environmental permit applications for a brownfields redevelopment project on 55± acres in the downtown center of Westborough. The new “lifestyle” center will include 250,000 sf of space and a 50 unit, 4-story apartment building. Primary site challenges included protection of the existing impermeable cap over several existing landfills which are contained within the proposed building footprint, developing a functional traffic solution that will not worsen vehicle movements on East Main Street which is already at capacity and developing an aesthetically pleasing site layout, which includes a new two acre public park, which can be fully embraced by the town.

Additionally, he has provided master planning services to a substantial development group, which required analyzing eight separate sites within the I-495 belt for a specialized recreational program and he has provided full site design strategies for a Planned Parcel Development on 80± acres in Westborough.

Mr. Waterman’s depth is also demonstrated by the numerous residential projects on which he has provided site planning, engineering design and permitting. These projects cover a significant range of clientele and properties. Projects have included the creation of high end oceanfront estate lots on property on the North Shore of Massachusetts, the planning for subdivision of 500+ acre tracts of land in Central Massachusetts, numerous market rate multi-family projects to planning and design of affordable housing under various state and federal programs. In each case, a common objective was to maximize the lot/unit value by incorporating creative and affordable site planning methodologies.

Mr. Waterman is currently on the Board of Directors for the Westborough Community Land Trust, a non-profit organization formed for the protection of the town’s open space areas. He was also listed in several past editions of the Nationwide Registers Who’s Who in Executives and Business in recognition of his contributions to the engineering design profession.

Professional Experience

Michael Scott is a licensed professional engineer with fifteen years of experience in civil engineering in Southern New England and Nevada. At Waterman Design Associates he has been involved in the design and permitting of residential subdivisions; site plans for commercial, industrial, retail and business clients; and multi- and single-family home residential projects, including Chapter 40B projects. Mr. Scott regularly presents such projects to town Planning Boards, Boards of Appeal and Conservation Commissions at public hearings, and has established a highly successful track record in obtaining permits by garnering all parties support during the project concept and development phases and an attention to detail in final design. He is currently focusing on site layout and engineering for various projects, including a residential subdivision of 90 acres in Ashburnham, MA; a redevelopment project in downtown Westborough, MA for a major New York development company; several mixed-use projects; as well as numerous single-family home projects. Mr. Scott typically supports his projects through construction, which involves site inspections, shop drawing reviews, contractor coordination, value engineering and often entails permit close out and final sign off for occupancy. Presently Michael is involved in the construction of three residential subdivisions and several mixed-use projects throughout eastern and central Massachusetts.

Prior to joining Waterman Design Associates, Inc., Mr. Scott spent six years with the Nevada Department of Transportation (NDOT), the last three as a Senior Hydraulics Engineer where his primary assignment was the Lake Tahoe Basin. While in Nevada, he was involved in design of new NDOT drainage and water quality projects, including project management and review of consultant designs for the Department. Mr. Scott also performed permit reviews for the Hydraulics Section of the Roadway Design Division and provided construction support to NDOT field engineers and contractors.

Mr. Scott participates in land use and development seminars and civil engineering technology transfer seminars, to keep abreast of the current industry standards, regulations, laws and new ideas in the fields of development and engineering. He is adept in AutoCad and Land Development Desktop software, StormCAD, HydroCAD, HEC and other hydrologic/hydraulic modeling computer programs and utilizes the latest computer technology in the design process.

Paula A. Thompson, PE

Professional Experience

Paula Thompson is a Professional Engineer with ten years of experience in both commercial and residential development projects. Her duties include: project management, feasibility studies, site layout and grading, utility research and design, stormwater management design incorporating MA DEP Stormwater Management Policy, and developing site work specifications. She is a MA DEP certified Soil Evaluator which enables her to determine soil suitability for sewage disposal. She is experienced in the design and permitting for gravity septic systems as well as pressure distribution systems. Ms. Thompson has a wide range of experience in state and local permitting including MA DEP Sewer Connection/Extensions, Notice of Intent permitting, Site Plan Approval, and Definitive Subdivision applications.

Ms. Thompson’s recent projects include the design and permitting of a 69 unit, over-55 40B housing project in Sturbridge. The project included a Notice of Intent filing to the Sturbridge Conservation Commission due to its proximity to a bordering vegetated wetland and perennial stream. The 40B permitting process included significant coordination and meetings with the ZBA and resulted in construction level drawings. She also recently completed the permitting process for a 19 lot residential subdivision in Northborough, which included Definitive Subdivision Plans, an Earth Removal Permit, and DEP Sewer Extension Permit. The project required the design of over 3,000 feet of gravity sewer and design of a low pressure sewer.

Currently, Ms. Thompson is working on a Special Permit and Notice of Intent for the construction of a common driveway to serve four single family lots in Manchester-by-the-Sea. The site is particularly challenging due to the 60' elevation change from the street access to the proposed homes. Ms. Thompson is also the Registered Professional Engineer responsible for a 500,000 sf retail restaurant development in Northborough. The initial phase includes feasibility design studies and coordination with town officials for water, sewer and traffic improvements.

Paul Baptiste is a professional surveyor with thirty years of experience in the surveying profession including work on property line determination surveys, approval-not required plans, subdivision design and layout, topographic surveys, and Massachusetts Land Court surveys. He has significant experience using electronic auto tracking total stations with data collectors and electronic levels. In addition, he has experience in Autocad/Softdesk drafting and design.

Prior to joining Waterman Design Associates, Inc., Mr. Baptiste was a senior surveyor for nine years with the Massachusetts Water Resources Authority. He has significant experience performing urban topographic surveys using total stations with control set on the Boston City Base (B.C.B.) vertical datum for the design of large water and sewer design projects. Mr. Baptiste has performed extensive research at Boston City Hall and the Suffolk Country Registry of Deeds. He has worked extensively in the Boston area and has experience surveying in high traffic volume areas. He also has significant experience working for private consulting firms on residential subdivisions and commercial projects.

Presently, his role of office survey manager includes performance of calculations, estimating, reviewing and endorsement of plans, scheduling of field crews, and research and field work as needed. Current projects include layout and as-built plans of a 274 unit apartment complex, layout and as-built plans of residential subdivisions, and the preparation and submission of a land court subdivision.

Mr. Mr. Converse has 30 years of field and office experience in land surveying and earned registration as a Professional Land Surveyor in 1988. Some of the types of survey work for which he has been in responsible charge include horizontal design of residential and commercial subdivisions, boundary determination, construction staking, topographic surveys, aerial control surveys, and Massachusetts Land Court surveys. He is familiar with electronic total stations, data collectors, GIS equipment, Autocad, and various survey software.

During his career, Mr. Converse has had the opportunity to work in many different areas of the State including Worcester, Boston, Cape Cod, and Nantucket. He has performed research in all these locations at local municipalities, Public Works and Registries of Deeds. Some of the clients he has served include the cities of Brockton, Attleborough, Malden and Revere, the Army Corps of Engineers, Honey Dew Donuts, Federal Express, CVS/Pharmacy, and numerous private home owners.

Currently, he is involved in performing both field and office survey services to support the preparation of several large boundary and construction layout projects. Specific assignments include a 250± acre boundary and topographic survey in Northborough, construction layout of a 22 lot subdivision in Acton, and an ALTA survey for Home Depot in Natick.

Mr. Almonte has over ten years experience as a landscape architect and a project manager. Some of his recent projects include numerous automobile dealerships throughout the state for Colonial Automotive Group, The Teamsters office building in Worcester, Bank of American branches in Abington and Worcester, MA, building additions for The Tufts Small Animal Hospital and the Regional YMCA on Boston Hill in Westborough. Mr. Almonte has worked on a wide range of projects in the public and private sector from athletic facilities and parks for local towns, places of worship to various institutional projects. His residential project experience ranges from a singe; family estate on Maui to affordable housing projects throughout the State.

Mr. Almonte is currently working on a 500,000 square foot “lifestyle” type mall with 350 affordable housing units on a 160 acre parcel in Northborough, MA. This project will include all aspects of design and permitting on the local and state level.

Prior to joining Waterman Design Associates, Inc., Mr. Almonte was a site planner for a large multi-disciplinary consulting firm. He was responsible for the master planning and permitting of various complex projects including a retail/residential/river walk development along the Charles River, the corporate headquarters for a leading software manufacturing company, numerous residential and industrial subdivisions, cinema complexes, large scale retail centers and a cancer treatment center. Mr. Dowhan has been practicing as a landscape architect and urban designer for over 14 years, and has a total of nearly 20 years of professional experience in the design of the built environment. His involvement in WDA’s site design projects extends from preliminary schematic design through construction administration. His extensive experience working with architects, planners, engineers, and allied design professionals enables him to assume an important leadership role in the coordination and execution of complex multi-disciplinary design projects.

Mr. Dowhan is currently completing the construction documents for Bay State Commons, a 20 acre mixed use development located on a brownfield site adjacent to the Great Cedar Swamp in Westborough, MA. A significant component of the project involves the design of the new Westborough Centre Park, a 2 acre passive public recreation space located adjacent to the development. His other major projects include supervision of design plans for a 350 unit “smart growth” residential project on a former gravel pit also in Westborough and a market rate age restricted project of 200 units in Marlborough, MA.

Prior to joining Waterman Design Associates, Inc., Mr. Dowhan served in a number of progressively responsible design and management positions for well-known design firms in New York City and Boston. He has directed the design and construction of a wide variety of urban and rural projects, with site construction budgets ranging from under $10,000 to over $10,000,000. His previously built works encompass a broad range of project types: urban parks, athletic facilities, streetscapes, residences, educational, institutional, and industrial campuses, open space plans, and historic landscape restorations.

Mr. Dowhan has been involved with projects that have received awards from the American Society of Landscape Architects, the American Institute of Architects, the American Planning Association, the Federal Highway Administration, and the Concrete Industry Board of America. He has lectured or presented papers at the Harvard University Graduate School of Design, the University of Rhode Island, Utah State University, and the RIASLA Annual Convention, among others. He is a co-founder and past chairman of the University of Rhode Island Landscape Architecture Alumni Council. Mr. Dowhan also currently serves as an Adjunct Associate Professor at the University of Rhode Island in the Department of Community Planning and Landscape Architecture.

Michael J. Dryden, RLA

As a Senior Project Manager, Mr. Dryden brings over 16 years of project management, design and land planning experience to WDA.  He is an integral member of our landscape architectural staff; conducting site analysis, feasibility studies, master planning, design development and construction documentation for a diverse range of land development projects.  His experience includes office, retail, institutional, recreational, industrial and residential projects of varying scale and complexity. In addition to his technical experience, Mr. Dryden is responsible for client representation at public hearings and meetings in conjunction with local, state and federal permitting.  He regularly coordinates the collaborative efforts of municipal officials and multi-disciplinary teams including architects, geotechnical engineers, transportation consultants, construction managers and other related consultants.

Recent efforts in various stages of development include water supply permitting and site planning for the MetroWest YMCA in Hopkinton, Massachusetts, redevelopment of the historic Waucantuck Mill in Uxbridge, Massachusetts, design and permitting of a 30 lot open space subdivision in Northbridge, Massachusetts, and master planning and permitting for Johnson and Johnson Company’s corporate headquarters in Raynham, Massachusetts.    

Past efforts include master planning and site design for the 300-acre New England Patriots NFL complex in Foxborough, Massachusetts. Mr. Dryden was responsible for the layout and design of the various programmatic elements for the project; including the stadium proper, entry plazas, accessibility, parking & pedestrian systems, practice facilities, and secure areas for players, coaching staff and media operations. He was instrumental in developing pedestrian and vehicular circulations systems, which minimize conflicts and improve pre and post event functionality. He worked with town officials and various consultants in obtaining local, state and federal permits, and managed stormwater and erosion control during demolition and construction activities. Mr. Dryden’s efforts helped meet the extremely aggressive design, permitting and construction schedule. 

Mr. Dryden also managed the design and permitting of EMC Corporation’s 650,000 square-foot corporate facility in Hopkinton, Massachusetts. The project entailed numerous physical and regulatory constraints including significant earth and rock excavation, extensive wetland resource areas, on-site water supply, groundwater discharge facilities and structured parking. The project was made possible through creative design and extensive value engineering. Mr. Dryden’s effort resulted in a project that met the client’s space needs while minimizing sitework cost premiums and protecting sensitive environmental resources.

Stephen P. Farrington

Mr. Farrington has over twenty-eight years of diverse experience in all aspect of civil engineering design, management and construction inspection including five years of municipal experience with the Town of Shrewsbury Engineering Department. This experience has involved numerous projects including single and multi-family residential subdivisions and commercial site design plans and permitting, as well as municipal sewer design, permitting and construction bidding. He has been involved in projects within wetland resource areas triggering permitting at the local, state and federal levels, and the MEPA process requiring the filing of ENF’s. He has designed sewage disposal systems for both residential and commercial developments.

Mr. Farrington’s residential subdivision design experience includes the towns of Northborough, Grafton, Holden, Shrewsbury and Westborough. Recently he received a Town Zone change and then he designed, permitted and managed the construction of the roadways and buildings in Walker Meadow, a 100 unit Age Restricted Condominium project on 50 acres in Westborough. In Shrewsbury, he designed and permitted Orchard Meadows, a 110 unit Age Restricted Condominium project. Most recently, he worked with the Town of Westborough to obtain a zone change from a transit-oriented village development near the existing MBTA train station and is currently preparing a village style mixed-use site plan for 350 multi-family units on 35 acres near the train station.

His design talents include the planning and design of a wide variety of commercial projects as well. These projects include the building expansion of Spag’s in Shrewsbury, Sam’s Club in Worcester, and Hills Farm Industrial Park in Shrewsbury.

Mr. Farrington was involved in the design, permitting and bidding of a 9,400 linear foot municipal sewer for the Birch Hill area of the Town of Northborough and the design and permitting of a 7,600 linear foot pressure sewer and pump station in the Town of Shrewsbury.

Professional Experience

Keith Murray has thirteen years of experience in both commercial and residential development projects. Mr. Murray is knowledgeable in many aspects of civil engineering design and practice. Areas of expertise are in civil engineering design and construction of industrial, commercial, and residential development projects. His experience includes residential and commercial site design, utility, sanitary disposal (including septic, sewer, pressure distribution, alternative technology, and pump station design), roadway design, zoning board of appeals, and environmental permitting. Additional responsibilities include comprehensive permitting at state and local levels, storm water best management practices (BMP) design, cost estimates, budget analysis, NPDES permitting.

Currently, Mr. Murray is involved with permitting a 15 lot residential subdivision in Brimfield, commercial site design of a Bank of America in Hanover, drainage design of a retail center in Westborough center, and a 10-lot Special Permit project in Charlton.

Wayne M. Belec

Mr. Belec has over twenty years of diverse experience in all components of civil engineering design and project management. This experience has involved the expeditious permitting of numerous projects including single and multi-family residential subdivisions, commercial site design plans, and MGL Chapter 40B projects. He has been involved in project permitting at the local, state and federal levels, and the MEPA process requiring the filing of ENF’s and EIR’s. He has designed numerous sewage disposal systems for both residential and commercial developments, and has been involved in the layout and design of several golf courses in Worcester County. Mr. Belec works closely with municipal, state boards and agencies beginning in the early stages of a project to create an open dialogue, which contributes to his success in obtaining approvals in a timely manner.

Mr. Belec’s residential subdivision design experience includes the towns of Acton, Berlin, Bolton, Fitchburg, Grafton, Groton, Harvard, Holliston, Hopkinton, Hudson, Lincoln, Millbury Millis, Shrewsbury, Stow, Sturbridge, Sudbury, Townsend, Wayland, Weston, and West Tisbury. He has designed roadways, utilities, sewerage, and drainage systems for multi-family military housing projects at Hanscom Air Force Base in Lincoln. He has designed, permitted and managed the development of a 150 acre open space development in Hopkinton. Most recently, he has designed, managed and received approval for 10 lot, 30 lot, and 46 lot residential subdivisions in Sturbridge. He has also received prompt approvals from the local Sturbridge boards for a 69 unit, over 55 “Empty Nest” community through the MGL Chapter 40B process. Mr. Belec has obtained rapid approvals in the Town of Grafton for a 58 units multi-family condominium development. He has received from the Town of Grafton Special Permit and Site Plan Approvals for a 72 unit multi-family development and Definitive Subdivision Approval for a 4 lot single-family subdivision running both hearing processes concurrently.

Recently, he has designed and managed the development of the Liberty Assembly of God Church and the State Street 150,000 square foot data center, both sites within the Town of Shrewsbury. He also completed the design and permitting of a 3,600 linear foot municipal sewer system for the Town of Westborough.

Mr. Belec currently serves as a member of the Town of Auburn Board of Sewer Commissioners and as Town Delegate to the Central Massachusetts Regional Planning Commission. Prior to that, he served the community of Auburn for several years as both a member of the Conservation Commission and Land Bank Committee acquiring invaluable knowledge of the permitting process from the perspective of the issuing authority. Jeffrey P. Senterman

Professional Experience

After earning his degree in Environmental Science, Jeffrey began working with the Maine Land Use Regulation Commission, a State agency charged with the management of Maine’s Unorganized Territories. There he reviewed several large and complex projects including commercial rafting bases, utility line extensions and major land subdivisions, in addition to residential development proposals. The project review required coordination with various State agencies and with the Army Corp of Engineers, the EPA and USF&WS. He also led the effort to streamline and simplify the permitting process, developing an electronic “EZ-Permit,” simplifying the Commission’s Building Permit Amendment application that allowed permits to be reviewed and issued faster and by creating brochures for the public that explained the permitting process for residential and commercial land development and the review process for subdivisions.

His experience also includes four years of work at the Massachusetts Aeronautics Commission as the Commission’s Environmental Planner. At the MAC he acted as the project manager for all airport environmental projects at Massachusetts’ 40 general aviation airports. He also managed the Commission’s Statewide Vegetation Management Plan, which included the development of Airport Vegetation Management Plans and the subsequent management of those cleared areas through a variety of means. Representative projects include the environmental review and permitting of an 850 foot runway extension at Pittsfield Municipal Airport, new terminal buildings for Barnstable Municipal Airport and Nantucket Memorial Airport, and a series of improvements including a runway extension and cargo area development at New Bedford Regional Airport.

Currently, his work includes the preparation of environmental permit applications at the local and state level for a wide range of project types. He has completed ANORAD and Notice of Intent filings with the local Conservation Commission and is currently preparing both an ENF and EIR for a 500,000 sf lifestyle retail center on Route 20 in Northborough.

His environmental education/training includes University of Massachusetts environmental sciences coursework and a Hydric Soil Identification Certification and Wetland Delineation course; Rivers Protection Act (RPA) workshop by AMWS; a Wildlife Habitat Analysis Program conducted by the Massachusetts Audubon Society; Grasses, Sedges & Rushes review program conducted by the Institute for Wetland & Environmental Education & Research (University of Connecticut) and the Army Corps of Engineers (ACOE) Wetland Delineator Certification Program Training (WDCP) by the Middlesex Conservation District. In addition, Mr. Waterman has worked in the preparation and submittal of environmental filings with local Conservation Commissions and the DEP, and has served a two year term on the Leicester Conservation Commission where he acted as the community expert assisting the Commission in reviewing wetland delineations by other professionals.

Mr. Waterman’s projects typically include wetland delineation, permitting, and compensation design. Representative projects include the construction of a 30 foot wide roadway embankment through an existing federal and state wetland associated with access to a 75,000 sf first class office building. For this project, Mr. Waterman performed all wetland related services from delineation through construction oversight of compensatory wetland areas. He conducted a long term wetland monitoring program for wetland impacts associated with flood storage in wetlands at a residential subdivision in Manchester-by-the-Sea, Massachusetts. This particular project required periodic botanical inventories of wetland areas to monitor changes in wetland vegetation caused by temporary flooding. These inventories were submitted to the Conservation Commission for approval. He was also responsible for wetland restoration, erosion control and construction monitoring for several large residential/condominium projects in Westborough, Shrewsbury, Sturbridge and Grafton, reporting directly to the Conservation Commission. He also assists in the preparation of various plan submissions, which include Wetlands Restoration/Compensation Plans, Site Plans and Definitive Subdivision Plans.

Mr. Waterman also serves as the firm’s IT liaison which utilizes his knowledge and previous background of field surveying techniques and computer aided design and drafting (CADD). He is responsible for monitoring and maintaining all computer and networking systems and has substantial experience with numerous Windows platforms, server/computer interfaces, and CAD software support.

Professional Experience

Mr. Converse’s past experience of approximately eight years in land surveying has aided in his development as an environmental planner. He currently specializes in wetland resource mapping, feasibility planning, and erosion control implementation. His understanding of the behaviors of land in its natural state compliments his ability to plan future development with environmentally conscious discretion. One recent assignment involved the wetland delineation and site planning for a single family residential project on 78± acres in Charlton. Tom’s work included site layouts for the homes, drives, grading, and septic system designs. Mr. Converse is currently monitoring seven active construction sites in central Massachusetts, in regards to construction progress and adherence to site erosion control.

Mr. Zambuto is a certified surveyor-in-training with over 8 years of experience in the surveying and civil engineering profession. He has considerable experience utilizing electronic total stations in connection with data collectors for property line determination surveys, subdivision layout, topographic surveys, as-built surveys and title insurance surveys. Additionally, he has significant experience with a variety of software for office and drafting work, including Autocad and Land Development Desktop.

Prior to joining Waterman Design Associates, Mr. Zambuto was a survey technician for a local surveying firm where he performed numerous functions including topographic surveys, commercial design layout, and as-built surveys. Also, his responsibilities included town hall research and residential septic system design.

Among his current assignments, he is responsible for the submittal and approval by the Land Court of calculations and a subdivision plan for a 36 acre parcel of land in Westwood, Massachusetts. This has included performing a boundary survey and corresponding with the court to resolve boundary conflicts. He is also responsible for gathering information and updating the existing conditions electronic files for several parcels of land constituting over 100 acres in Westborough, Massachusetts. He has recently completed an ALTA/ACSM title insurance plan of land in Natick, Massachusetts and is involved in both field and office procedures for numerous projects involving construction layout and subsequent as-built surveys.

Mr. Zambuto also serves as the office liaison between the survey group and our design personnel to ensure base survey data and plans are thoroughly checked and completed to the full standards of the company prior to being utilized for in-house design. .

Alberto Jarquin is a Professional Engineer and Certified Professional in Erosion and Sediment Control with four years of experience in both commercial and residential developments.  His involvement in the projects includes zoning analysis, conceptual planning, road design, site grading, stormwater drainage system design, utility layout, and permitting.  Residential experience ranges from small residential lots to 200+ unit developments.  Commercial experience ranges from one acre sites to large scale commercial developments.

His current assignments at WDA involve the preparation of comprehensive sets of special permit plans for a 5,000 sf commercial building pad development on a state highway, and for two, 3,850 sf medical office buildings with shared access.  Alberto’s work has included multiple conceptual site layout alternatives, utility layout, grading, and stormwater management design. 

Prior to employment at Waterman Design Associates, Mr. Jarquin’s Massachusetts site design experience includes the City of Brockton, New Bedford, Worcester, and the towns of Boylston, Bridgewater, Framingham, Marshfield, Middleton, Millbury, Northborough, Holden, Shrewsbury, Westborough, and Whitman.  Design work outside of Massachusetts includes Bridgeport, Connecticut, Dover, New Hampshire and Providence, Rhode Island.
